The situation was even chaotic because of the dissipation of agreements. The sector, which accounts for 1.3 million employees, is governed by 811 different collective agreements, including 740 company agreements and 71 provincial sectoral agreements. 302 of these expired and should have been renegotiated in 2009, but only 40 were. 240 company agreements and 22 sectoral agreements are still in suspense.
