The Spanish government is trying to reform the labor market to face the rapid unemployment increase - 42.7% in one year. The stakes include the modernization of employment services and the extension of temporary work agencies' competences. This last issue, back on the order of the day of the social partners' work group on "active employment policies" is up against unions' protests. (Ref. 090009)
And yet, union organizations recognize the poor efficiency of public employment services. For their part, temporary employment and recruitment agencies are in favor of a redefinition of their legal status to be able to act as placement agencies. Thus, they could have a role in terms of training or recruitment and step in after EREs (layoffs), during the implementation of social plans, to guide the reclassification of the people concerned.
