On 8 January 2025, the regional nationalist trade unions ELA, LAB, ESK, Steilas and Etxalde presented the parliaments of the Basque Country and Navarre with two popular legislative initiatives that would allow changes to the interprofessional minimum wage (SMI) to be negotiated at a regional level, disconnecting themselves from the national framework agreement.

Those pushing for this legislative change point out that the aim of the minimum wage is to serve as a guarantee and protection for all employees in areas of activity where collective agreements do not establish more favourable wage references. They note that the SMI must act as a “mechanism for the distribution of wealth and social cohesion, reducing the number of people below the poverty line”.
