Shein, Temu, AliExpress… Facing marketplaces flooding Europe with non-compliant goods, the French National Assembly voted for a €2 tax on parcels under €150 from January 2026. This level is half that set in other EU countries. Stefano Mauro, Director of Tax Policy at Ecommerce Europe, explains the initiatives of the 27 member states for mind Retail.

With 208 votes in favour, French National Assembly deputies approved the small parcel tax on November 19. Parcels under €150 entering France, previously exempt from customs fees, will be subject to a €2 tax. Effective from January 1, 2026, the tax is intended to support enhanced customs inspections (purchase of scanners, hiring customs officers) and is expected to generate €500 million per year, according to Minister for Public Accounts Amélie de Montchalin.
