The Council of ministers approved, on November 17th, 2006, a draft royal decree restricting the free movement of workers from Romania and Bulgaria. The decree aims at applying to the workers of the two new Member States, Bulgaria and Romania, the same transitional rules - limiting free movement- than those applicable during the previous enlargement. These transitional regulations imply that, during a period of two years maximum, the free movement of workers is postponed until the necessary monitoring measures allow the labor inspectorate to efficiently act against abuses and social fraud. These measures are the following:
