On 09 March, the non-governmental organization the China Labour Bulletin (CLB), published a 150-page report on the latest developments in workers' rights in China. It has been almost four years since the most influential NGO in its field, which is based in Hong Kong, has produced a report of this nature. After an analysis of labour rights and worker activism, workplace safety and the role of trade unions, the report concludes with ‘recommendations’ for realizing Chinese President Xi Jinping's promise of ‘shared prosperity’, which includes defending the most vulnerable.
The general tone of the CLB report is that of a ‘divorce’ between the government’s intentions, which the report’s author believe are very real, and ‘systemic failures’ as demonstrated by Chinese worker strike movements and multiple expressions of worker discontent over the past ten years.
