If approved by the Senate
and signed by the president, it will take effect January 1, 2007. The aim of
the new legislation is to secure help and support for people in bad social
situation by a variety of social services. It identifies rules for such help, introduces
a “care allowance” addressed to people who due to serious health problems need
assistance from another person, and introduces a registration duty for people
