Facts. The complaint concerns events that took place at T-Mobile USA and Crnogorski Telekom, Montenegro. In the first, unions denounce a union campaign organized by the management as early as 2003, where a handbook was given to executives, encouraging them to resist and prevent union action. After the handbook allegedly came training, still for executives, promoting antiunion messages and trying to fail unions’ affiliation attempts. According to the CWA and Verdi, these campaigns are well organized, appealing to consultancy firms and lawyers specialized in combating unions. At Crnogorski Telekom, Montenegro, the complaint explains that, among other things, that the management prevented a strike voted in 2010 as part of collective bargaining for a restructuring program.
