EU: 13 action tracks to improve employment and skills

Flexicurity.  Regarding the labor market, the strategy proposes boosting flexicurity by strengthening its four components – the introduction of flexible and reliable contractual arrangements, active labor market policies, life-long learning, and modern social security systems.  The Commission suggests organizing a tripartite debate on the subject in early 2011, to publish a communication in the first half of 2012.  It also announced the coming presentation, in 2011, of a communication on continuing education and training and the development of skills.  In addition, a special method should help the Member States implement flexicurity principles.  The agenda also provides a partnership between the private and public sector on transitions between jobs.  In 2011, the Commission will also consult the European social partners on the European framework for restructuring, an initiative that was announced as part of its communication on Europe’s new industrial policy, presented in Brussels at the end of October.
