This draft recommendation, that still needs to be endorsed by the Member States, identifies 14 key criteria that EU countries and stakeholders should use to develop quality and effective apprenticeships.
At the press held today, Commissioner Marianne Thyssen stressed that this framework was very inspired by the one proposed by the European Trade Union Confederation in 2016 (see our article n° 9639). The draft recommendation invites Member States, in accordance with national legislation and in close cooperation with stakeholders, to ensure that apprenticeship schemes are responsive to labour market needs and provide benefits to both learners and employers, by building on the criteria for quality
