The Member States were supposed to have transposed Directive 20008/104/EC on temporary agency work by December 2011 at the latest. The report the Commission published on Friday, March 21 – which summarizes the national measures adopted to apply this Community text – points to a generally adequate transposition in EU countries. Because of this, report concludes that it is not necessary to amend the Directive.
In the press release announcing the report, the Commission states, “Thanks to the Directive, there is now in all Member States a framework providing for the effective protection of temporary agency workers, better quality agency work and recognition of agency work’s positive contribution to the functioning of modern labor markets through its flexible use by employers.” This directive poses the principle of equal treatment for agency workers, compels the States to review restrictions on the use
