The Aerospace and Defense Industries Association in Europe (ASD), the European Metalworkers' Federation (EMF) and the European Defense Agency (EDA) launched, on December 8, a "European Partnership for the Anticipation of Change in the Defense Industry." Defense involves
many contractors and subcontractors. In 2006, it concerned over 1.640.000
people in the EU27, both directly and indirectly. While generating 2.5% of the
EU’s GDP, the defense industry is nonetheless faced with many challenges. Thus,
gathered at a restructuring forum on December 8-9, the commercial and institutional role-players of the
sector pointed to the stagnant demand on the market, slowing down supplies, and
R&D spending amounting to only one sixth of American expenditures
