EU: five scenarios for a Europe of tomorrow

The European Commission is placing the Member States face to face with their responsibilities. On 01 March the European Commission presented a white paper that lays out five scenarios for the future of Europe by 2025. It calls on the heads of the Member States to reflect on the type of Europe they want to see after the UK hands back its membership card.

Europe’s ‘less to more’ scenarios spectrum. The five scenarios presented can be summed up as follows:




  • Status Quo where the 27 and Europe’s institutions continue to collaborate over employment growth and investment

  • Single Market where Europe re-centers on the single economic market, implying compliance with the four fundamental freedoms and the right to competition

  • Multi-speed Europe where Member States choose to do more together in specific areas such as defence, internal security, and
