Pervenche Berès.  Indeed, I think this is the right word for this package, which contains three texts: that on the single permit, that on the entry and residence of seasonal workers and that on intra-corporate transfers.  All these texts are the result of an initiative taken by the French Presidency of the EU in the second 2008 quarter, within the framework of an “immigration” package, supposed to be a smart way for the EU to deal with these matters.  Yet, in the end, one can see that this package is reviving the dynamic of the Bolkestein directive*, which consists in allowing unfair competition in terms of working conditions between workers – national, European or foreign – and gives the possibility to use this foreign workforce to pressure social bargaining within the EU.  All things considered, this directive is worse than Bolkestein, which simply liberalized services within the EU, when this new package extends it to third countries.
