The regulation bill concerning public passenger transport services by rail and by road, with a view to bringing more competition into public transportation, is planning dispositions as to staff's transfer and the respect of social norms. This text, which was subjected to a common position published in the OJEU of March 27, 2007, should be examined in a second reading in the European Parliament on May 9, 2007. (Ref. 070283)
The regulation’s purpose is to define how, while respecting European law rules – notably the competition right – competent authorities can intervene in the public passenger transport sphere to guarantee providing of services of general interest. It applies to national and international exploitation of public passenger transport services by rail, by other rail tracks, and by road. It can be extended, if chosen by the member States, to public passenger transport by waterways (see our story n° 065
