EU: the debate on the modernization of labour law coming to a sudden end

The European Commission adopted, on October 24, 2007, its communication on the outcome of the consultation launched by the Green Paper on the "modernization of labour law" (see our story No. 061175). In this minimalist document, it chose five investigations topics among which professional transitions, the definition of the work relationship or even the respect of labour law in the sub-contracting chain. Is this the setback of a broad public consultation which would have led the Commission to focus on a "least common denominator" or the will to switch the debate on the modernization of labour law towards the debate on flexicurity, a more global approach led at the same time? The European Commission published a very global communication (11 pages for 450 answers) which brings out a few topics, for which it does not propose any concrete initiative, but about which it noticed important demands in favour of “more cooperation, clarity and better information and analysis”.
