This draft legislation addresses urgent social and economic measures that were adopted by the Council of Ministers on 19 December. It sets out arrangements for implementing President Macron’s post ‘Gilets Jaunes’ demonstration- related announcements (c.f. article No. 10933), including social contribution and tax free one-off bonuses paid by certain companies to their staff of up to €1,000, as well as social contributions-free overtime and additional working hours. The draft law should be finalized by the end of December at the latest.
One-off purchasing power bonus. In a bid to bolster consumer purchasing power, the government has decided to allow employers make a bonus payment of up to €1,000 to staff who are on annual salaries of under 3 times the SMIC (€53,945), which will not be subject to income tax, social charges, contributions, and tax. The bonus payment may be made to all or some employees, once the employee’s annual income is below the stated ceiling.
