France: decrees published on social dialogue forums in franchise networks and the social responsibilities of digital platforms

The two decrees are geared towards implementing reform to the country’s labour law (see article n° 9784). The first decree sets out the conditions for negotiating and setting up a common forum for franchise workers. The second decree sets the conditions for platforms covering a percentage of workplace accident contributions and the cost of workers’ professional training.

Franchises. The law said that a common social dialogue forum for a network of franchisees could be implemented, via a company collective agreement, once the franchise network comprises at least 300 employees in France and provided the franchise contracts contain clauses on work organisation and working conditions at the franchise companies. The first decree (n° 2017-773, published in France’s official journal on 6 May) specifies how this provision is to be applied.
