In November 2018, and echoing the ‘Yellow Jerseys’ emphasis on problems with mobility across some of France’s regions, Prime Minister Edouard Philippe asked the Ministry of Labour, Interior, Overseas Territories and Territorial Collectivities, and Transport to come together and work with the social partners and representatives from elected associations on the issue of home-to-work journeys. The work commenced on 29 January 2019 and will continue until the end of February. According to a joint Ministerial statement issued on 30 January 2019, the goal of these efforts is to lead to ‘concrete measures’ that can be ‘introduced in the draft framework legislation on mobility,’ that was adopted by the Council of Ministers on 26 November 2018.
The first axis for collaborative reflection is to make employee mobility a common theme in company social dialogue. The framework law already intends to require certain companies to produce mobility plans but this reflection would be taking things further.
The second area for discussion concerns supporting and augmenting virtuous means of transport. The draft framework mobility legislation that the Council of Ministers adopted on 26 November 2018 intends for a ‘Sustainable Mobility Package’ that
