Conservatives within the German government are backing the creation of Milla (Modular Interactive Lifelong Learning for All), a 'lifelong training platform' that will be managed by artificial intelligence. Presented during the week of 05 November, the project is still in its very early stages and is being considered as the logical consequence of upcoming legislation that addresses lifelong training for employees working in companies impacted by digital transformation (Qualifizierungschancengesetz, see our article 10819). Going forward it will be an issue of supporting life-long training for employees whose jobs are being threatened by digital-related structural changes. The Milla platform should enable all users to detail their individual profiles and needs before then being directed and guided towards the appropriate training, which may not necessarily be programs linked with the Federal Employment Agency. The costs of developing Milla, which is designed along the lines of the US Digital Service and the Austrian AMS, are estimated at €3 billion. Over the long term the platform could support access to several different life-long occupational training avenues that are currently being discussed by the government's top decision makers, across the political parties, and among the social partners. Milla will also be able to offer all Federal certified training opportunities. Milla will use algorithms to evaluate training quality and appropriateness. Finally, employers will be able to more easily find candidates in line with their professional profiles.
