Following the joint proposition made by Wolfgang Schaüble - Home Secretary - and Olaf Scholz - Employment Minister - the Federal Council of Ministers adopted, on July 16, 2008, a series of measures destined to bring foreign skilled workers in Germany. In addition, the Council confirmed that the German labor market wouldn't be totally open to citizens from the new EU countries until 2011. (Ref. 080593)
