The federal government adopted, on January 9, 2008, a series of measures to improve training and vocational training in Germany. According to Annette Schavan, German Secretary of State for Education, this "training offensive" (Qualifizierungsoffensive) should notably enable some 100.000 young people "with difficulties" finding an apprenticeship position. According to the conservative Minister (CDU), these measures aim at fighting the growing shortage in skilled workforce, especially engineers, which already concerns three in ten of companies in the country.
