At the end of April, Valery Ryazansky, Head of the social policy Committee in the Federation Council (upper house of the Russian Parliament) announced a bill regulating the work of freelancers. It will be presented to the Russian Parliament before the end of the year, and will include the obligation for the self-employed to pay taxes and contributions on their income. The law will certainly be adopted, as it will have the support of the government and of the majority in the Parliament. Experts however doubt that it will be really implemented, as the enforcement mechanisms challenging and it will be impossible to keep track of all freelancers, set the amount of their income and force them to pay taxes.
In Russia, a large proportion of workers operate in the “grey economy”, and a significant number of employers, freelancers, or independent workers are currently not paying compulsory taxes and social contributions.
