‘Where are the jobs?’ The Narenda Modi government’s opposition has not stopped asking this question and the executive majority has not stopped trying to answer it. Jobs were one of the Narenda Modi’s key 2014 campaign promises and with just one year left before the next round of elections, debate continues unresolved over the issue: ‘Is India’s growth creating new jobs?’
In October 2017, Indian ratings agency Care Ratings argued that ‘employment growth has not kept pace with economic growth.’ Underlying the statement were the results of a jobs survey that was carried out among large companies over the preceding five years. Care Ratings does place the caveat of care over interpreting the results since much employment is still being generated in the informal sector and among small companies.
