On September 18, the CAI – the consortium of Italian industrialists and financiers created to take over Alitalia's assets – refused to take into consideration the alternative proposal made by the five independent unions and by the CGIL. The government blamed the latter for the failure of the operation and threatened not to grant the social dampers used in the event of bankruptcy.
