On October 19th, the Chamber of Deputies approved Act 1441 Quater (former 1167-B) which, among other provisions, reforms labor disputes. On March 31st, the President of the Republic sent the law approved by the Parliament on March 3rd back because of several technicalities, notably on the article amending the provisions of the code of civil procedure in terms of conciliation and arbitration in labor disputes. The President asked for “more appropriate mechanisms” to guarantee the actual will of the signatories of the compromising clause, and to protect workers, who are the “weak link” at the beginning of the industrial relation.
