Italy: final approval of 2015 Stability Law provisions

On 22 December, the Italian Chamber of Deputies approved the 2015 Stability Law, which the Senate had approved the week prior through a vote of confidence amongst great confusion. The labor-related clauses most under fire are the reduction of the regional tax on production activities (IRAP), the 2015 reintroduction of the "fiscal bonus" of 80 euros a month for incomes of up to 24,000 euros and advanced payment of the end-of-employment-contract indemnity (TFR ) at the request of the employee.

Fiscal advantages. These provisions aim to boost production whilst lightening labor and production taxation in order to stimulate economic growth. Among them, “the 80-euro bonus”, the tax credit introduced by decree-law 66/2014 concerning incomes below 24,000 euros, is becoming permanent (it was initially planned only for 2014). It adds up to 960 euros a year, or 80 euros a month. For companies, the law provides an IRAP tax exemption for labor costs from permanent employment contracts.
