Italy: Fiom-CGIL proposes own-initiative bill on union democracy

Reforming union democracy. The campaign to gather the 50,000 signatures required to introduce to Parliament the own-initiative bill on union democracy, initially planned in January (see our dispatch No. 091097), is going to start next month. Composed of five articles, this bill provides for the creation of Unitary Trade Union Representation bodies (RSUs) in charge of negotiating company collective agreements and other cases provided for in CCNs in all productive units – one member in productive units with less than 15 employees, three members for 16-50 employees, five members for 51-200 employees, and then an additional member for every 100 employees in productive units with over 200 employees. For the elections held every three years in the fall, with proportional representation, representative unions as well as workers’ associations who gathered the signatures of at least 5% of voter workers may run for office. Today, RSUs are composed of one third of representatives appointed or elected by representative union organizations at national level (CGIL, Cisl and Uil) and two thirds of people representing confederal unions, organizations that signed the sectoral agreement or that are supported by at least 5% of employees in the firm.
