Italy: gas-water social partners reach agreement for the renewal of their national collective agreement

On January 14, after “long, exhausting” negotiations, punctuated by 20 hours of strike, Confindustria-Energia, Anfida, Anigas, Assogas, Federestrattiva and Federutility-Confservizi for employers and Filctem-CGIl, Femca-Cisl and Uiltec-Uil for unions reached an agreement for the new CCN in the gas-water industry, which expired on December 31, 2012, covering about 50,000 employees in over 600 businesses.  Novelties include a €143 average wage increase over 3 years, the removal of periodic increases related to seniority, the definition of a single on-call standard for all public and private businesses in the sector, and the introduction of a new classification system recognizing “individual professional contribution.”

Economic part. The wage increase for 2013/15 is made up of three elements:




  • The minimum wage increase – €143 for the 5th level, average figure (divided in three, €60 on January 1, 2014, €40 on January 1, 2015 and €43 on July 1, 2015);

  • A lump sum for the 13 months without a collective agreement, amounting to €300 for the average level;

  • A productivity incentive to take advantage of the tax concession provided for in the law: the agreement allocates €240 for the average level in 2014 and in
