Italy: new standards on casual work come into force on 10 July

The ‘voucher’ system is set to be replaced with two separate alternatives that will be wholly digital. PM Gentiloni’s government is doing away with the former special cheque based payment system so as to avoid the CGIL sponsored rescinding referendum (c.f. article No.10123). The ‘Liberetto Famiglia’ targets households whilst the ‘Contratto di Prestazione Occasionale’ called the ‘Presto’ focuses on micro enterprises.

National Institute of Social Security, INPS Circular 107 published on 05 July intends for two new schemes, namely the Liberetto Famiglia’ and the ‘Contratto di Prestazione Occasionale’, which in contrast with the former cheque-based scheme that could be purchased from authorized vendors will operate wholly via a digital platform or the Institute’s call center. The schemes are to be tightly controlled so as to avoid the anomalies witnessed with the excessive use of the voucher scheme.
