Italy: social partners and local government in Emilia-Romagna sign innovative agreement on crisis management

Consultation method. The agreement establishes a consultation system for crisis management, supporting employment and businesses to avoid layoffs. It provides for the conclusion of agreements in businesses, tripartite tables at regional and provincial level and, on a trial basis, at the level of the sector, the trade or the territorial area to access regular and derogatory social dampers. These agreements will have to encourage the reduction of working time and shifts rather than a total suspension of production. The signatories will also try to find joint solutions for Mobilita procedures (see our dispatch No. 090029) to avoid unilateral mass layoffs. A technical committee composed of the social partners and local institutions concerned will follow the crisis’ trend and labor market dynamics.
