Italy: trade unions reach agreement with government over pensions

On 28 September, the Italian government and trade union organisations signed an agreement regarding a pension reform. The reform will see the application of a number of measures over the next three years, including the so-called APE (anticipo pensionistico) which is a guaranteed bank loan — repayable over 20 years — which is geared towards allowing workers to retire early, even in the absence of relevant provisions. The agreement contains other measures regarding early retirement.

For workers who begin at a young age, those who have made 12 months’ worth of contributions (even if not consecutively) before the age of 19, the agreement allows such individuals to take early retirement before turning 62. Furthermore, the agreement permits certain categories of workers (for example those who have had particularly heavy workloads or have endured periods of unemployment) to take retirement having paid 41 years of contributions without incurring penalties.
