In early February, the Minister of Labor finalized a new bill to revise the dispatch labor law. This law would allow companies to make use of temporary employees for an indefinite period of time, whilst ensuring them better social protection. Trade unions, who opposed another bill submitted last year, continue to reject this bill, which they feel further exacerbates job insecurity.
Toward enhanced social protection? If this new legislation is adopted, temporary workers will be covered by social insurance, which was previously not the case. The changes pertaining to social insurance are meant to enter into force 1 October 2016. In order to benefit from this social insurance, the following conditions must be met:
– a work week of 20 hours or more;
– a monthly salary of 88,000 yen (about 650 euros) or more;
– employees concerned must work without interruption for at least a yea
