On Thursday July 01 the Chamber of Deputies will decide on a project under debate since 2013. Joint committees have been legislated away for a while and their competences have been transferred to workers’ delegations. However in August 2014 an addendum sought to give more power to the list that won a majority during the social elections. The second largest union in the country, the LCGB unilaterally organized a full day of action on the same day that the draft law went before the Chamber of Deputies in protest at the draft law that it sees as a disaster especially in terms of union pluralism and in terms of social dialogue.
The legislation on employee representation in Luxemburg dates back to the 1970s and all the actors see the need to adapt the law to changes in the economy. The government’s draft law intends to improve the quality of social dialogue within businesses as well as to streamline representation structures.
