The Macau government has launched a public consultation, starting on 31 October and lasting 45 days, with a view to designing a bill on trade unions and collective bargaining. The potential law, which would finally close a constitutional loophole, is to be government-initiated, unlike the 12 previous drafts, all of which were pushed by pro-democracy or labour activist MPs and ended up being rejected by a local legislature dominated by pro-government and pro-business groups. This consultation therefore suggests the latest bid may prove successful.
The consultation will involve four major public meetings, which will take place between 7 November and 5 December. It will also allow citizens to express their opinion on the text being prepared, either by mail or online and in Chinese or Portuguese, the two official languages of Macau, before 14 December.
