With effect from 1 April 2023, companies in Norway will – in the main – only be able to hire staff through a temporary employment agency to replace one or more people on a temporary basis. The country's Working Environment Act also strengthens employees' rights. The aim is to promote "more permanent and direct employment between employer and employee".
Under the new article 14-1 b of Norway’s Working Environment Act, which has been in force since 1 January 2023, “as a general rule, employees must be employed full-time”. This change means that, before hiring part-time employees, Norwegian employers must justify the need for part-time employment and obtain the consent of employee representatives. In addition, part-time employees now have a preferential right to additional shifts.
