On 20 January, Poland’s government published a draft law that looks to introduce, effective July 2016, a minimum level of hourly pay for services provisions contracts of up to 12 PLN before tax (€2.67). The measure aims to both restrict excessive recourse to these types of civil law contracts, which run to the detriment of employment contracts and protect less well-paid independent workers. The draft text has gone for consultation with the social partners.
The Polish government is on a crusade against abusive use of “trash contracts” in line with long held demands by the unions. These contracts are struck for services provided by independent workers and largely used in order to avoid using regular employment contracts.
