Approval of the Code. The Constitutional Court removed the last obstacle to the promulgation of the Social Code when declaring, on the evening of Wednesday, May 4th, that the five laws it is composed of were constitutional. On April 18th, the Emil Boc administration engaged its responsibility with this bill before Parliament (see our dispatch No. 110242). Opposition MPs, who refused to attend the meeting, rejected the text before the Court three days later, arguing that, both in terms of form and content, the Social Code violated the principles of the Romanian Constitution. While the Prime Minister (and the temporary Minister of Labor) welcomed this decision, unions and the opposition are still angry and criticized the Court’s decision.

After tense negotiations (unions even refused to discuss with the government), the draft Social Code was finally adopted.
