Russia: focus on the remuneration system and its “complicated” structure

Envelopes and non-payment.  In spite of the law that guarantees wage payment, payment arrears are always important (over 3 million rubles according to the last Rosstat report in September, nearly €75M), even though the 2008-07 peak (8.8 million rubles in May 2009) is now in the past.  Even if regulations against this phenomenon have been improved in the early 2000s, arrears are still a tradition in the Russian labor world, as well as a temporary remedy against financial problems, and a bargaining element with employees, since the most deserving are usually less affected.
