The Russian Minister of Labor amended occupational health and safety regulations. The two laws enforced this year introduce a single certificate – mandatory for all employees expect home- and teleworkers – and toughen sanctions in case of abuses. Working conditions are listed depending on the degree of risk: optimal, allowed, harmful, or dangerous. One of the novelties is that businesses listed in the last two categories will pay higher contributions to the Russian Pension Fund.
Starting in 2015, businesses where working conditions are “dangerous” will have to pay 9 percent more than ‘normal’ contributions, and those in the “harmful” category will pay 6 percent more. Employers are encouraged to invest to reduce risk factors in order to be exempted after the assessment. The latter will also be used to calculate guarantees and compensation for employees working in a difficult environment, and to increase their future pension.
