The minister of public administrations submitted to the Economic and Social Council (ESC) a royal decree-law which will enable to extend telework to all central administration. The Minister Jordi Sevilla's goal is to enable 23,000 civil servants - that is 10% of the total workforce -t o do what they have to do from home. These civil servants will have the possibility to spend up to 40% of their working time at home, that is two days or four afternoons maximum. (Ref. 070227)
After it went through the ESC, the decree on telework should be negotiated by unions before going to the Ministers’ council. According to the plan, 80% of State central civil servants should be concerned, but the minister then wants to encourage this type of mechanism to local and regional administrations.
