Access to the public network at the heart of the fight. In November 2006, the government approved a royal decree allowing all European postal operators – public or private – to enter the Spanish market and have access to the structure, the resources and facilities belonging to the public operator Correros, to run their clients’ mail. The measure, then presented as a simple framework to better regulate access to an already open market, had been perceived as a casus belli by the company’s unions
