Spain: home stretch for the debate on the collective bargaining reform

The prolongation of collective agreements reaching their deadline.  Employers wanted the removal of the automatic prolongation of collective agreements until the signature of the next agreement (“ultractividad”).  Unions accepted limiting it to up to one year, provided that a bargaining obligation was introduced three months to the deadline.  Employers and unions reached a compromise.  Collective agreements can only be extended by a maximum of one year.  After this, if negotiations are stuck, unions and employers accepted the principle of appeal to arbitration by equal structures.  However, while employers wanted arbitration to be mandatory, unions think it should be voluntary.
