Spain: the Seveso directive is hardly enforced

31 years after the Seveso incident in Italy, companies still downplay risk management in Spain. According to a report by the Union Institute of Work, Atmosphere and Health (ISTAS) close to Union CCOO, about the respect of the measures and duties affecting workers, 20M of employees working in high-risk facilities would not know how to act in the event of a serious accident. The figure even reaches 35% among employees of subcontracting companies. The Seveso directive, concerning the control of serious accidents’ risks linked to the use of dangerous substances, took its name in the Italian town of Seveso where, on the night between July 10 and 11 1976, the explosion of a chemical products factory caused a toxic cloud which forced to evacuate 200.000 people, 500 of whom suffered from caustic burns.
