New regulation authorizing the setting up of private sector temporary employment agencies came into place on 11 October following publication of the implementation regulation in the Official Journal. Coming at a time when Turkey’s economy is slowing down and when unemployment is rising, this measure was met with trade union hostility, critical of the willingness to liberalize the labor market.
The regulation as set out by the Turkish Employment Agency (ISKUR) authorizes the establishment of private sector jobs centers (OIB) that can fill companies’ demands for labor with workers, each for a maximum four-month contract. However no maximum time limits will be put in place as regards seasonal ‘agri’ workers and home care workers.
