Although the decree is aimed at defending Human Rights at work and at protecting employees of measures adopted by employers in times of an economic crisis, the legal range and implementation of the said decree are ambiguous and subject to caution. The social and economic repercussions of the decree could be even more harmful to Ukraine’s economic stability and to the flexibility employers need to adjust to changing economic situations.
