Barack Obama can’t do much without Congress’ support, but he can act alone to enact regulations applying to Federal Government providers. Whereas the Paycheck Fairness Act is stuck at the House of Representatives, the American President has just signed a decree preventing these providers from taking retaliation measures against employees who discuss what they earn.

Indeed, according to recent census figures, American female employees earn, in average only 77 percent as much as male colleagues over the same period.
