Bulgaria: minimum service and an arbitration procedure in exchange for the right to strike

Doctors, post office, telecommunications, transport and energy workers now have the right to strike. The Parliament adopted in second reading amendments to the law on collective conflicts which allows these workers to stop working provided they respect a mediation procedure and guarantee minimum service. Until now they could protest only in a symbolic manner. (Ref. 061029)

Minimum service. To guarantee the continuity of public services, the legislators have set some obligations. Doctors who stop working have to ensure a minimal functioning of emergency services. Employees of the energy sector have to guarantee the safety of the production installations and distribution networks.
