The decision of the government gives the respective organization negotiation rights when it comes to labour and social policy legislation through the tripartite council that brings together government officials with businesses or unions, the National Council for Tripartite Cooperation (NCTC). One first element is that the NCTC is the organ where, by law, the government must negotiate all its decisions on labour matters before taking any decision.
