EU: European Parliament adopts draft on single permit

Equal rights.  The text provides for a single procedure for the award of a permit for residence and work for third-country nationals legally arrived in Europe, even though the Member States will keep control over the decision to welcome or not these workers on their territory.  It also lays down the principle of equal treatment between these workers and European citizens in terms of pay, health, safety at work, working time and holidays.  These last points were added by the European left which requested that the Directive expressly mentioned them.  It also secured that pension rights be transferred in the same conditions as European citizens when the worker goes back to his country of origin after his assignment, without the need for a bilateral agreement with the country in question.
